SCLD data have been used to create two indices that measure the extensiveness of state tobacco control laws related to youth access to tobacco and smoke-free air. These data enable the public health and research communities to conduct systematic, comparative analyses of tobacco control laws in the 50 states and the District of Columbia.

The rating scales were devised by a technical advisory committee convened by the National Cancer Institute for this purpose. The methods and scoring structures for both topic areas have been published in Tobacco Control :
